County Council

Allegheny County Council is the legislative branch of the county government, consisting of fifteen elected officials serving four-year terms. Thirteen Members are elected by district and two elected county-wide.

Powers and duties of the Council include:

  • Approving and amending legislation
  • Adopting balanced budgets each year
  • Permitting use of county property
  • Levying taxes and fees
  • Confirming or rejecting appointments for county agencies and authorities

Council Meetings

Allegheny County Council holds Regular Meetings for Council Members in-person twice monthly on Tuesdays at 5:00 pm at the Allegheny County Courthouse on 436 Grant Street, Pittsburgh.

Notice of Public Hearing

Wednesday, May 22, 2024 - 5:00 pm

The Council of Allegheny County will conduct a public hearing on Wednesday, May 22, 2024 at 5:00 pm in the Gold Room, located on the 4th Floor of the Allegheny County Courthouse, 436 Grant Street, Pittsburgh, PA 15219.

The primary purpose of this hearing is to allow the public opportunity to comment and the Council to receive information relating to potential impacts of litigation recently filed by the City of Pittsburgh School District, including the possibility of another court-ordered reassessment; and generally the impact of a countywide reassessment.

Individuals wishing to speak in person must register in advance at least 24 hours before the scheduled beginning of the meeting, and comments must be made in accordance with all applicable rules governing public comment at regularly scheduled Council meetings. Comments can be submitted online via the County County Request to Comment form. Commenters may also register by calling the Office of County Council at 412-350-6490, or in person at the County Courthouse, Room 119. 

Written testimony will be accepted through 5:00 pm on Wednesday, May 29, 2024, without the need to sign up in advance. Written comments should be sent to:

How to Make Comments

  • In person. Council meetings are open to the public. Individuals wishing to speak must sign up at least 24 hours before the meeting and will receive three minutes to speak on any county-related matter.

  • Online. If you do not want to appear in person, use the online form to submit comments before the meeting. They will be sent to all Members of Council and included in the official meeting minutes for that meeting.
